Yeah, it certainly reads as very smug (at least to me). I think it's an attempt at humour that just comes off as condescending; after all, we've all been beginners at some point. I don't think it's very useful for 'bad' programmers either, because it doesn't go into much depth or explanation, so really what's the point? To make us all feel good that we don't do these things? (some of which are debatable anyway)
